Overturning years of bipartisan precedent and unbeknownst to most Americans, President Biden has signed into law some of the most aggressive pro‐abortion legislation in years. On March 11th, the President signed the ‘American Rescue Plan’ into law, which would allow for taxpayer funding of abortion.
Congress should immediately seek to restrict the spending of these billions of dollars through the appropriations process, as suggested by Senator Joe Manchin (D‐WV).
Most Americans oppose forcing taxpayers to pay for abortions or abortion coverage. Out of respect for such strongly held religious and moral beliefs, Congress traditionally has limited the use of taxpayer dollars going to fund any aspect of abortion. To eliminate such restrictions and upend years of bi-partisanship is an affront to people of faith and good will, and to collegial relations among members of Congress.
It is not the words per se, but the lack of them, that make this new law such a threat to unborn children and such a windfall for the abortion industry. While there are some aspects of the massive bill that are of benefit to the American people recovering from a year of pandemic living, the cost in unborn lives could be staggering.
There are zero abortion restrictions in this law to limit how funds for health care are used – with $750 million in global health funding and $400 billion in domestic health care funding now at the mercy of Planned Parenthood and other abortion providers across the globe.
Prior to passage in the Senate, three Democrat Senators joined all their Republican colleagues in voting to add Hyde Amendment protections to the bill. The amendment failed the 60 votes required, but afterwards Senator Joe Manchin (D‐WV) said in an interview that the Senate should pass amending language in the appropriations process.
Abortion is not health care. We need health care solutions that maximize the health and wellbeing of every person and that respect every person’s dignity. We need pro‐life health care that offers ethical solutions and supports life at all stages.
Congress should amend this law or use the appropriations process to protect unborn life and their pregnant mothers, and Congress should pass the Conscience Protection Act, which would provide vital protections for the civil rights of medical conscience and religious freedom in health care.
